Those few hundred who were inside the sealed building at the time of the attack establish a new world order with the limited resources remaining. This arrangement works fine until a saboteur ruins their tenuous situation. Heitsch ably voices characters who go through confusion, followed by hope and contentment, and, finally, despair.
